3. What Cookies We Use

Environment Agency Licensing

Reclova Civil & Environmental Ltd holds an Upper Tier Waste Carrier Licence issued by the Environment Agency (Licence No: CBDU646720). This licence authorises us to transport controlled waste under the Control of Pollution (Amendment) Act 1989 and the Controlled Waste (Registration of Carriers and Seizure of Vehicles) Regulations 1991.

Duty of Care Compliance

We comply fully with the statutory Duty of Care for waste under Section 34 of the Environmental Protection Act 1990. This means:

  • A Waste Transfer Note (WTN) is issued for every single collection without exception

  • All WTNs are signed by both the transferor (client) and transferee (Reclova) at the point of collection

  • All WTN records are retained for a minimum of 2 years and are available to the Environment Agency on request

  • We verify that all waste is accurately described and classified before collection

Waste Hierarchy

In accordance with the Waste (England and Wales) Regulations 2011, Reclova applies the waste hierarchy to all materials collected, in the following order of priority:

  • Prevention — advising clients on waste minimisation where possible

  • Preparing for reuse — segregating materials suitable for direct reuse

  • Recycling — directing the majority of collected material to licensed recycling processors

  • Other recovery — recovering energy or value from materials not suitable for recycling

  • Disposal — used only as a last resort for materials where no other option is available

EWC Code Classification

All waste collected by Reclova is accurately classified using European Waste Catalogue (EWC) codes in accordance with the List of Wastes (England) Regulations 2005:

  • 17 01 07 — Mixed concrete, bricks, tiles, and ceramics (mixed demolition rubble)

  • 17 05 04 — Soil and stones not containing hazardous substances

  • 17 04 07 — Mixed metals

  • 17 01 01 — Concrete

4. Materials We Do Not Accept

In order to maintain the integrity of our recycling processes and comply with our environmental licence, Reclova strictly refuses to collect:

  • Asbestos or asbestos-containing materials (any form or condition)

  • Hazardous or contaminated soil (EWC 17 05 03*)

  • Clinical, medical, or pharmaceutical waste

  • Chemicals, solvents, oils, or any liquid waste

  • Radioactive materials

  • Any waste classified as hazardous under the Hazardous Waste Regulations 2005

Reclova will report any discovery of hazardous materials to the Environment Agency as required by law.

5. Transfer Stations and Material Recovery

All waste collected by Reclova is delivered exclusively to licensed waste transfer stations where it is processed for maximum material recovery. Our partner transfer stations are EA-permitted facilities operating under environmental permits issued under the Environmental Permitting (England and Wales) Regulations 2016.

Materials recovered from our waste streams are redirected as follows:

  • Crushed concrete and rubble — processed into recycled aggregate for use in road sub-base, drainage, and construction projects

  • Clean excavated soil — screened and reused as fill material or for land remediation

  • Scrap metal — sent to specialist metal recycling facilities for smelting and remanufacture

6. Vehicle and Operational Environmental Standards

  • All Reclova vehicles are maintained in accordance with manufacturer specifications to minimise emissions and fuel consumption

  • Route optimisation is applied to all collections to minimise fuel use and carbon output

  • All loads are securely sheeted or covered during transport in compliance with road traffic legislation

  • We do not operate vehicles that are overloaded beyond legal payload limits

7. Recycling Certification

Reclova can provide recycling certificates to clients on request, confirming:

  • The volume and type of material collected

  • The transfer station where material was deposited

  • The recycling or recovery pathway applied to the material

These certificates support clients' planning conditions, ESG reporting, sustainability documentation, and developer recycling rate obligations. To request a recycling certificate for a specific collection, contact hello@reclova.co.uk quoting your WTN reference number.

8. Continuous Improvement

Reclova reviews its environmental performance annually and sets improvement targets for:

  • Recycling and diversion rates per waste stream

  • Fuel consumption and carbon output per tonne collected

  • Vehicle emissions standards as the fleet develops

  • Staff environmental awareness and training

9. Policy Review

This Environmental & Waste Compliance Policy is reviewed annually by the Director of Reclova Civil & Environmental Ltd and updated to reflect any changes in legislation, operations, or environmental performance targets.
